Council has developed a number of studies, structure plans and strategies that inform the development of the planning controls.
The Bungendore Structure Plan was adopted by Council on 26 February 2020. The Bungendore Structure Plan 2048 can be viewed here.(PDF, 6MB)
The Bungendore Land Use Strategy and Structure Plan was adopted by Council at its meeting of 5 August 2010. The strategy was endorsed by the Director General of the Department of Planning on 30 November 2010.
The Rural Lands Strategy developed a 20 year strategic direction for rural, rural residential and environmental land in the former Palerang local government area. The Strategy was the principle output of the Rural Lands Study completed in early 2017. The Strategy links directly to the NSW Government Regional Strategy and will allow Council to review development control guidelines, contributions plans and asset plans and to have a coordinated approach to future local environmental plan amendments in relation to rural areas in the former Palerang local government area. The Queanbeyan Residential and Economic Strategy 2031 was reviewed in 2015 and the revised strategy was adopted by Council in December 2015. The revised strategy has been endorsed by the NSW Department of Planning and Environment. The strategy forms the basis for future urban release planning proposals within the former Queanbeyan Local Government Area and will guide future development. In particular it focused on providing sufficient housing and employment lands to accommodate growth over the next 15 years and at the same it ensure areas of environmental constraints are identified and protected from development.

This Structure Plan applies to the land known as South Jerrabomberra which includes the Poplars, North and South Tralee, Environa, Forrest Morrison and part of Tralee Station. It has been prepared with the input and endorsed by the Department of Planning and Environment. The Structure Plan will inform the development of South Jerrabomberra over a 25 year period, specifically in its provision of all types infrastructure necessary to support a new community, and to aid it being delivered in a logical and efficient manner. It will also inform discussions on cross border infrastructure contributions with the ACT.

The Queanbeyan CBD Masterplan was reviewed during 2018-19.
Queanbeyan City Council adopted the CBD Master Plan in November 2009. This set the strategic framework for improvements to the city centre. The first stage of the CBD Master Plan was completed in 2012 when the Crawford Street Lifestyle Precinct was constructed, which transformed an unattractive area of the CBD into a pedestrian-friendly area with wide footpaths to accommodate alfresco dining and the reduction of traffic from four lanes to two.
The second stage was completed in 2016 with the opening of the Queen Elizabeth II Park and the work along Collett St. Queen Elizabeth II Park helps the CBD embrace the riverfront and make use of one of Queanbeyan’s best assets – the river. The park includes a green space, a plaza area to cater for markets and other events, gardens and tree planting, a solar powered barbecue area, improved cycle/walkways, a wet play area/decorative fountain and an outdoor table tennis table. Stage 2 also included extensive works in Monaro St, including painting of the median, landscaping, and new street furniture.
The Biodiversity Study was one of the studies that informed the preparation of a comprehensive Local Environment Plan (LEP) and associated Local Environment Study (LES) for the former Queanbeyan City Council.

A number of heritage studies have been completed to identify locations of heritage significance and to consider processes for conservation.
Queanbeyan's population is expected to grow to 56,000 by 2031 with South Jerrabomberra and Googong developments underway. In response to this expected population growth, the former Queanbeyan City Council carried out the Googong and Tralee Traffic Study 2031 in 2008 to develop a program of works that would minimise the impact of this growth on the road network.
In 2014, Queanbeyan City Council updated its traffic model and undertook further traffic studies, using the most recent Census data, growth forecasts and infrastructure programs for both Queanbeyan and Canberra. This study is known as the South Jerrabomberra and Queanbeyan Traffic Analysis 2014 and is provided in different parts below.

The Integrated Transport Strategy was adopted in September 2019 and will be available for download here when the document has been finalised. The Strategy provides direction for transport; including the public transport, cycling and footpath networks and links, heavy vehicle management, future road planning and regional integration with the ACT and the broader NSW. The development of the Strategy included the review and update of the Pedestrian and Mobility Plan (PAMP) and Bicycle Plan to include the whole Queanbeyan-Palerang region.
