Here's the summary of resolutions made at the 24 July 2024 Ordinary Meeting of Council.

  • Council heard from four members of the public who made presentations about items on the agenda including Captains Flat Pool, Freebody Oval, and Audit of Sports Courts.
  • Council will prepare a draft submission to Heritage NSW noting general support for the goals of the Milestone 3 report in the 15-year review of Braidwood State Heritage Register Listing, while identifying need for resolution of funding and resourcing. Draft submission will be presented to 14 August meeting for Council endorsement prior to lodgement.
  • Council approved the redirecting of grant funding for the Captains Flat Pool Project under Round 5 of the Stronger Country Communities Fund to another local community project in Captains Flat, subject to meeting funding guidelines & approval of the department. If approved, Council will consult with community to determine an alternative infrastructure project. Council allocated remaining funding of $22,775 to engage consultant to investigate feasibility of remediation of the pool and prepare scope of works or recommendation for replacement.
  • Council endorsed the execution of the funding deed for $1m under the Australian Government Investing in Our Communities Program and $2.1m from NSW Government under the Regional Growth Initiative for projects at Freebody Oval and Seiffert Oval. Council approved calling for tenders for both projects.
  • Council approved a supplementary vote to amend the 2024-25 Operational Plan to include funding from the NSW Local Small Commitment Allocation Program of $47,250 for installation of shade sails at Coral Drive Playground and Coolebah Park Playground.
  • Council approved a cultural grant of $2,700 to assist Create Collaborate Collective Inc. with costs for an arts exhibition/competition at Queanbeyan Hive as part of the QPRC Arts Trail 2024.
  • Council endorsed signing funding deed for $272,063 Public Libraries Infrastructure Grant for Queanbeyan-Palerang Heritage Centre Digital Transformation Project, approves vote to amend Operational Plan, including $20k carried over from 2023-24 Local Priorities Grant.
  • Council will place proposed fee for Electric Vehicle Charging of $0.60 per kWH on public exhibition for 28 days and adopt the fee if no submissions are received.
  • Council received investment report for June 2024, noting return of $1,087,227
  • Council received information report about annual review of Climate Action Plan: Council Operations Action Plan 2020-2030.
  • Council received information report about an audit of QPRC Sports Courts.
  • Council received information report about the Jerrabomberra Traffic Campaign.
  • Council received information report with summary of current roads and transport capital projects.
  • Council received information report with summary of road renewal and maintenance activities.
  • Council received information report on compliance and reporting activities for six-month period from 1 January – 30 June 2024.
  • Council received information report about Councillor workshops held between 4-17 July including Octopus Investments re Blind Creek Solar Farm, Braidwood and its Setting SHR Management Review – Milestone 3 Report, Captains Flat Pool Project.
  • Council noted minutes of Access Committee meeting of 7 May 2024.
  • Council noted minutes of the Audit, Risk and Improvement Committee meeting of 17 June 2024.
  • Council noted minutes and recommendations of the Heritage Advisory Committee meeting of 27 June 2024.
  • Council noted problem of dumping in urban areas and will consider this and solutions in upcoming review of the Waste Management Strategy.
  • Council will reinstate signage on Tompsitt and Environa Drives and the corner of Old Cooma and Googong Roads alerting drivers to slow down for wildlife and how to contact Wildcare Queanbeyan. Council will review whether similar signage is needed in other areas where there is a high incidence of native animals being injured by vehicles including Macs Reef Road, and the cost of installing signage. Council will receive a report on options for community education to reduce the number of native animals being killed on roads.
  • Council received report with answers to questions with notice about fire safety checks of vacant buildings.
  • In closed session, Council received information report about the land sales and acquisition register.
  • In closed session, Council awarded the tender for the assessment of transport infrastructure to Talis Consultants.
