1. Free Wi-Fi in Queanbeyan

Free wireless internet (Wi-Fi) is one way Queanbeyan-Palerang Regional Council is creating a more connected and accessible city. Free Wi-Fi is available in parks and public spaces around the Queanbeyan CBD and we have numerous hotspot locations.

Wi-Fi Access

Our  free Wi-Fi service is available 24 hours a day, seven days a week. The Wi-Fi signal is strongest when you are close to the hotspot. Coverage typically extends 20-50 metres around each hotspot. This can vary depending on surrounding buildings, interference from other wireless devices, weather conditions and the number of users.

To connect to the service, search your wireless networks and select 'QBN Free Wi-Fi' and read and accept the terms and conditions. A login is not required.

Wi-Fi Use

Hotspot areas should be accessed in a fair and community-minded manner. You are permitted 250mb data per location, per day and you will be automatically logged out if you exceed this. More information is available in the terms and conditions.

2. Queanbeyan Free Wi-Fi Terms and Conditions

Welcome to Queanbeyan-Palerang Regional Council's free Wi-Fi hotspot.

Access to Queanbeyan-Palerang Regional Council's free public Wi-Fi is subject to the following terms and conditions which may be revised and changed from time to time. If you do not agree to comply with the following terms and conditions, you will not be provided access to the public Wi-Fi hotspot.

Access to the internet through this public Wi-Fi service is provided by Telstra Corporation Ltd.

Usage of internet through this public Wi-Fi to persons under the age of 18 is at the responsibility of their parent or guardian.

Logging in and out of the hotspot

In order to use the hotspot, you need a wireless enabled device with an ability to use a browser that has its own power source. You must agree to accept these terms and conditions of use by selecting 'I agree'.

You will be automatically logged out of the hotspot if:

  1. Your access is terminated by reason of a breach of these terms and conditions.
  2. The wireless connection of the hotspot you are accessing is lost, disconnected or becomes out of range.
  3. No activity is detected from your wireless enabled device for a continual period of 15 minutes while logged on to the hotspot.
  4. You exceed the data limit of 250 Megabytes in 24hrs from midnight to midnight.

If you are in the process of downloading a file and you lose connection or are automatically logged-out, your partially downloaded file will not be saved and/or be recoverable. It is recommended that you save your work regularly and/or take the necessary precautions to prevent such occurrences.

If you are automatically logged out, you will need to log in again. There is no guarantee that you will be able to immediately log back in.

Terms of use

You agree to:

  1. comply with applicable laws when using the Service;
  2. not infringe the intellectual property rights of any third party in connection with the use of the Service;
  3. not collect or harvest any information or data from any Service or systems or attempt to decipher any transmissions to or from the servers running any Service;
  4. not use the Service to transmit, send, receive, publish, post, distribute, disseminate, encourage or solicit receipt of, upload, download or use any material which is offensive, abusive, defamatory, indecent, obscene, unlawful, harassing or in breach of any other right of any other person;
  5. not use the Service for commercial purposes;
  6. not use the Service to send unsolicited emails;
  7. not use the Service to transmit, store, publish or upload any electronic material which is known or is likely to cause, damage or destroy or limit the functionality of any computer software, hardware or telecommunications equipment; and
  8. not use the Service to invade the privacy of another person, cause annoyance, inconvenience or needless anxiety to another person.

 

Information on the internet

Queanbeyan-Palerang Regional Council does not guarantee the quality or accuracy of the information on the internet. It is your responsibility as a user of the Service, to determine the validity, quality and relevance of the information obtained.

Speed and reliability of the hotspot

The provider (Telstra Corporation Ltd) will use its best efforts to ensure stable and secure access to the hotspot, but does not guarantee that the access will always be free of errors, virus, interception or interference. Queanbeyan-Palerang Regional Council does not guarantee that a hotspot will deliver continuous, fault-free or accessible connection.

If you are downloading data and you are automatically logged out of a hotspot then such data may not be recoverable or saved and Queanbeyan-Palerang Regional Council shall be liable for any such loss of data or continuity. It is recommended you do not access sites where you disclose private or sensitive information, and regularly save your work.

Upon becoming aware of any malfunction of the hotspot, Telstra Corporation Ltd will attend to rectification of the fault, but is not obliged to do so within any specified time frame. 

Inappropriate behaviour

Queanbeyan-Palerang Regional Council intend for the hotspot to be used in a manner that does not offend the standards of the general community and may in its absolute and sole discretion, limit or block websites that do not meet those standards. Unacceptable websites may include, but are not limited to, websites and/or content that:

a) Could cause Queanbeyan-Palerang Regional Council to breach any law governing its conduct or to incur a liability to any third party;
b) Could interfere with the integrity and/or performance of the hotspot, network or equipment;
c) Depicts, alludes to, or promotes offensive or illegal behaviour;
d) Promotes racism, bigotry, hatred or physical harm to any group or individual;
e) Harasses or promotes harassment of another person;
f) Exploits people in a sexual or violent manner;
g) Contains nudity, violence or offensive subject matter or which may connect to adult websites;
h) Promotes conduct that is abusive, threatening, obscene or defamatory;
i) Intentionally infringes copyright;
j) Involves the transmission of junk mail, chain letters, or unsolicited mailing, instant messaging or spamming;
k) Promotes criminal activity;
l) Contains viruses, Trojan horses, worms, time bombs, cancelbots, or other computer programming routines that may damage, interfere or intercept access; and
m) Could reflect poorly on the reputation of the Queanbeyan-Palerang Regional Council. 

If Queanbeyan-Palerang Regional Council become aware that websites are accessed in contravention of these terms and conditions, it reserves the right to immediately terminate and block the access without prior notice.

Users should be aware that the browsing or downloading of illegal information from the internet could lead to prosecution.

 

Security

Queanbeyan-Palerang Regional Council cannot guarantee the security of the hotspot at all times. The Service is provided on an open and public basis and you acknowledge and agree that there are inherent security risks associated with using the Service and that you do so solely at your own risk.

The onus is on you as user, to ensure that usernames, passwords and security-based information are kept private and the firewalls are installed to prevent unauthorised access and that you the user is responsible for any information or data uploaded, downloaded or otherwise communicated via the Wi-Fi Network. The user should protect their device against unwanted traffic or downloads, including by maintaining up-to-date anti-virus software.

The Service is open and public. It is recommended that you don’t send or receive sensitive personal information or carry out activities like Internet banking. You are responsible for ensuring that your usernames, passwords and security-based information are kept private.

Queanbeyan-Palerang Regional Council is not liable for any kind of loss or damages you may sustain as a result of your use of the hotspot.

You acknowledge and agree that the City may at any time, in its absolute discretion, revoke, limit or prevent your access to the Service.

 

Privacy

In order for us to supply the Service to you, we may collect certain personal information about you. If you agree to these terms and conditions and access the public hotspot, you consent to Queanbeyan-Palerang Regional Council collecting, using, disclosing and processing information, some of which may contain your personal information. Information that may be recorded includes:

a) Location of the device accessing Free Public Wi-Fi
b) Time of log on and log off
c) Web services accessed by a device
d) Data about your usage of the Service
e) Your e-mail address or other personal contact details if asked for
f) The Media Access Control (MAC) address of your wireless device

The MAC address of the device that has accessed the Free Public Wi-Fi is used to obtain this information. A device’s MAC address does not provide any personal details about the individual who owns or is using the device.

Queanbeyan-Palerang Regional Council collects personal information about you in order to supply the Service to you, and for the following related purposes:

a) Based on analysis of your use of the Service, we may send information to you that we consider may be of interest to you and customer relationship purposes.
b) Fulfilling administrative functions associated with the Service, including administrative functions that help us improve our service offering.

Queanbeyan-Palerang Regional Council is not responsible for the use that any third party may make of personal information obtained through your use of the hotspot and you should make your own enquiries to satisfy yourself of the applicable policies for use of private information by the websites accessed by you.  

Release and indemnity

By using Queanbeyan-Palerang Regional Council Wi-Fi hotspot, you release and discharge Queanbeyan-Palerang Regional Council from any liability which might arise from the use of the service including liability in relation to defamatory or offensive material or any breach of the copyright which may occur as a result of use.

You agree to indemnify and must defend and hold harmless Queanbeyan-Palerang Regional Council, its employees and agents, from and against:

a) All loss, damage, liability, charge, expense (including all reasonable legal and other professional costs on a full indemnity basis) of any nature or kind arising from your breach of these terms and conditions
b) For any business-related loss including all loss of profit, good will, contracts, anticipated savings, opportunity, reputation, productivity, revenue, data or opportunities arising from or in connection with your use of any hotspot.

 

Jurisdiction

These Terms are governed by the laws in force in New South Wales, Australia and the parties agree to be bound by the non-exclusive jurisdiction of the Courts of New South Wales, Australia.
