Some types of development can be undertaken without the need to submit a Development Application (DA). These are defined as exempt and complying development.
An exempt development is a minor development which does not require any planning or construction approval. The development must meet predetermined standards outlining the size, types and location of the work.

A complying development is where works are straightforward and meet all of the required standards established in either a State or local council planning document.
Combined planning and construction approval can be granted by either Council or a private accredited certifier.

Minimum documents/plans required for lodgement
- Full set of architectural plans detailing the following:
- Existing building/s and existing gross floor area/s
- Proposed building/s and proposed additional gross floor area/s
- Setbacks of proposed building/s to allotment boundaries and to existing building/s on site
- Any easements on site to be located
- Site plan must also detail existing vegetation on allotment and the locations and uses of building/s on adjoining allotments
- Contours detailing existing and proposed levels of land
- Floor plan/s
- Elevation plan/s
- Section plan/s
- Stormwater details including downpipe locations and proposed disposal of stormwater
- Window schedule (if applicable)
- BASIX commitments (if applicable)
- Fire separation construction requirements (if applicable)
- Bushfire Construction Requirements to AS 3959-2018 (if applicable)
- Location, section plan and maximum height of proposed retaining walls (if applicable)
- BASIX Certificate (if applicable)
- NatHERs Certificate (if applicable)
- Building Specifications
- 10.7 Planning Certificate
- Deposited Plan
- S.88b for the allotment
- Bushfire Assessment Report by BPAD Consultant complying with SEPP (if bushfire prone land)
- Flood Report and Certificate complying with SEPP (if flood prone land)
- Structural Engineer Plans/Design
- Site Classification Report by Geotechnical Engineer
