1. Overview

Self-Haul Waste Voucher

We are trialling self-haul waste disposal vouchers for two years with the program commencing shortly.

Vouchers will be issued via the QPRC Waste Info App. It can be downloaded through the iOS App store or Android Google Play store. The vouchers will help residents meet the costs of household bulky and/or general waste disposal at QPRC Waste Transfer Stations at Bungendore, Braidwood, Macs Reef, Captains Flat and Nerriga. Vouchers cannot be redeemed at the Queanbeyan Waste Minimisation Centre as the facility does not accept general waste.

Vouchers are issued electronically to reduce the use of paper, avoid lost vouchers, and ensure equitable access to vouchers. The QPRC Waste Info App also provides a range of useful information about waste services, including accessing calendars, and can be used to notify problems or changes in waste services.

For urban residents, vouchers will enable them to access bulky waste disposal at no charge so long as residents can arrange transport of the waste. Vouchers will improve flexibility for some urban residents in managing bulky waste.

Vouchers provide cost relief for general waste disposal of general household waste in rural and remote areas where there is not a collection service. It also provides for disposal of bulky waste where it is not practical for Council to provide bulky waste collection services.

2. Who can access Self-haul Waste Vouchers?

All residential properties are entitled to self-haul waste vouchers via the QPRC Waste Info App for the duration of the trial. Vouchers are available to both owner-occupiers and renters.

3. How many vouchers can I have?

Urban residents can redeem up to two vouchers OR two kerbside bulky waste collections per financial year. Using a self-haul voucher takes the place of a kerbside bulky waste collection. Urban residents can choose to continue to access the two kerbside bulky waste services currently available or can replace one or both of those services by downloading a self-haul voucher instead.

Rural residents may access up to 16 vouchers for smaller volume increments than the 2 vouchers for urban residents.

4. What does a voucher allow?

Council’s existing rules for Bulky Waste Services and disposal of waste at its facilities applies to voucher usage. Information on acceptable waste is available on the QPRC Waste Info App and here. The smaller transfer stations at Macs Reef, Nerriga and Captains Flat cannot accept bulky waste or mattresses but do accept general household waste to landfill.

Urban residents:

Urban residents can access up to 2 vouchers instead of kerbside bulky waste collection services.

Each voucher allows free disposal of:

  • Up to 2 cubic metres of general waste. This does not include asbestos/hazardous waste or other waste that is not permitted to be disposed of to landfill, such as liquids and tyres. Plus 2 separate vouchers which covers one mattress per voucher (for recycling). 

Bulky waste must be disposed of at either Bungendore or Braidwood Waste Transfer Stations.

Rural residents:

Rural residents can access up to 16 vouchers. Each voucher allows free disposal of:

  • Up to the equivalent of one x 240L wheelie bin of household general waste (either in bins, containers or bags) at any QPRC Waste Transfer Station.

Rural residents can combine up to 8 vouchers at a time to allow free disposal of:

  • Up to 2 cubic metres of general waste. This does not include asbestos/hazardous waste or other waste that is not permitted to be disposed of to landfill, such as liquids and tyres.Plus 2 separate vouchers which covers one mattress per voucher (for recycling)

Bulky waste must be disposed of at either Bungendore or Braidwood Waste Transfer Stations. General household waste to landfill can be disposed of at any QPRC waste transfer station.

5. Voucher payment rules

Vouchers may be used for partial payment for loads with a dollar value greater than the value of the presented voucher(s), as per Council’s adopted fees and charges provided that:

  • The remaining part of the payment must be met at the time of disposal, by cash or EFTPOS (where available); and
  • The waste is household general or bulky waste and is not delivered in a load exceeding 2 cubic metres.

You may present either a single or multiple vouchers for any single load.

Multiple loads will not be accepted with a single voucher.

No credit is provided for loads presented which do not take full advantage of the dollar value of the voucher.

Vouchers expire on 30 June following the date of issue.

The use of vouchers and associated data will be recorded in Council's information systems.

6. Vouchers may be used to dispose of waste on behalf of residents

Vouchers may be used by service providers, friends and relatives who are disposing of waste on behalf of the resident. However, voucher entitlements are not transferrable from one property to another.

A screenshot of the voucher(s) may be used by someone who is authorised by the resident to dispose of waste on their behalf.

7. Site rules and restrictions

Site rules as published on the QPRC website, and the QPRC Waste Info app apply to the use of Self-haul Waste Vouchers.

Bulky waste and mattresses can only be accepted at Bungendore and Braidwood Waste Transfer Stations.

Council waste facility staff will direct customers to sort loads on site to ensure recycling and resource recovery is maximised where applicable.

8. How to access vouchers

Vouchers can be accessed via the QPRC Waste Info App which is available on the App Store and Google Play. The waste app is free and is pre-loaded with the vouchers which are available to your property.

If you do not have access to a smart phone or computer, you can visit one of our service centres and our customer service team can access and print a voucher for you. You will need to provide proof of address when redeeming vouchers.

9. Transporting waste

It is your responsibility to transport waste lawfully, ensuring loads are secured, covered and do not exceed the carrying capacity of the trailer/vehicle.
