- Council heard from nine members of the public who are made presentations about various items on the agenda including: Bungendore Structure Plan and Rezonings Update; Naming Wright Park Amenities Building; Notice of Motion of Rescission - Jerrabomberra Pump Track Project; and Notice of Motion - Jerrabomberra Pump Track Project.
- Council rescinded resolution number 436/23 from 25 October 2023 which was, in part, to adopt Jerrabomberra Creek Park as location for construction of a pump track
- Council will maintain existing design goals for a pump track in Jerrabomberra as an entry/intermediate track and will investigate and conduct community consultation for alternative locations, including for example, Allan McGrath Reserve. Report will come back to Council
- Council will start a review of Bungendore Structure Plan 2048 in 2025. Council will only commence the public exhibition phase for Bungendore East Planning Proposal upon receipt of approval for completion timeframe of the Gateway Determination; completion of the agency consultation stage; and support by all agencies, including Department of Planning, Housing and Infrastructure. Council will hold scoping proposals for North Ashby, Elm Grove Stage 3 and 4 pending advice on additional potable water. Council will progress rezoning proposal for Abbeyfield, and not accept or progress any further rezoning proposals in Bungendore until secure potable water supply is achieved
- Council noted community feedback and endorsed the adoption of the Draft Aquatic Strategic Plan
- Council will advise Googong Township Pty Ltd that Council will not be seeking an amendment to the Googong Urban Development Voluntary Local Planning Agreement for a scope change to the Googong Indoor Sport and Aquatic Centre. Council also notes that a children’s splash deck is a preferable and safer alternative to a children’s wading pool of the same size
- Council endorsed expenditure of LRCI Phase 4B funds of $881,216 for 800m of work on Hoskinstown Road and 800m on Reidsdale Road, to address pavement failures
- Council deferred consideration of the draft QPRC Cemeteries Strategic Plan until after a Councillor workshop
- Council will start procurement process seeking Expressions of Interest for licensing of the Café and Bar in the Major Pavilion at the Regional Sports Complex
- Council endorsed the name of the new Wright Park amenities building as the Bobby Warner Pavilion and will place the proposal on public exhibition for 21 days at https://yourvoice.qprc.nsw.gov.au If no comments received, name will be adopted and formalised
- Council approves a Cultural Grant of $3,000 to Queanbeyan Quilters Inc towards costs of staging a biennial quilting exhibition in Queanbeyan
- Council will make a submission for $47,250 under the Local Small Commitments Allocation for new shade sail installations at David Madew Regional Park, Jerrabomberra and Coolebah Park, Karabar
- Council received the investment report for November 2023, noting return of $1,719,973
- Council received the investment report for December 2023, noting return of $1,706,979
- Council received information report with updates on the status of capital projects - Regional Sports Complex, Bungendore Sports Hub, Queanbeyan Sewage Treatment Plant and the Queanbeyan Civic and Cultural Precinct
- Council received report with summary of road renewal and maintenance activities from October-December 2023
- Council received report on funding secured under the Regional Drought Resilience Planning Program
- Council received information report on a Rates Structure Review, which Council committed to during the special rate variation process
- Council received quarterly Work Health and Safety information report
- Council received report on Compliance and Reporting activities for 1 July-31 December 2023
- Council received report with staff responses to Councillor questions on notice about the Community Climate Action Plan
- Council received report with staff responses to Councillor questions on notice about the Net Zero Emissions Project
- Council received report with staff responses to Councillor questions on notice about Ellerton Drive Extension loan repayments
- Council received report with staff responses to Councillor questions on notice about Disaster Recovery Grant Funding
- Council received report with staff responses to Councillor questions on notice about the Diwali Mela Festival
- Council noted minutes and adopted recommendations of the Local Traffic Committee meeting of 16 January 2024
- Council noted minutes of 31 July 2023 and the record of meeting notes of 18 December 2023 of the Youth Advisory Committee
- Council noted minutes of QPRC Access Committee held on 4 December 2023. Council endorsed changes in wording to the Terms of Reference
- Council noted minutes of the Audit, Risk and Improvement Committee of 4 December 2023
- In closed session, Council received report on legal advice for a development application at 119 Wallace Street, Braidwood
- In closed session, Council received a report on Scapefall Pty Limited vs QPRC
- In closed session, Council awarded the contract for sprayed bituminous surfacing to Patches Asphalt for spray seal resurfacing works scheduled until 30 June 2024, with contract to be extended further 2 years subject to satisfactory performance
- In closed session, Council awarded the contract for asphalting works to Twin City Asphalting for asphalt surfacing works scheduled until 30 June 2024. Contract is for 2-year period ending 30 June 2025
- In closed session, Council endorsed the continuation of the current lease at 98 Monaro Street, Queanbeyan to Marathon Health Ltd on a month-by-month basis
