  • Council heard from five members of the public who made presentations about items on the agenda including: Jerrabomberra Pump Track; Googong Urban Development Voluntary Planning Agreement - Proposed Amendment to Indoor Sport and Aquatic Centre Scope; and Local Traffic Committee Meeting Minutes - 3 October 2023
  • Council granted conditional consent for construction of light industrial and commercial building at 19 Wolseley Place, Jerrabomberra
  • Council adopted Jerrabomberra Creek Park on Waterfall Drive as location for the construction of the pump track, ensuring the protection of wombat habitat and native vegetation are factored into the design
  • Council approved Category C ‘Rates, Fees and Charges’ donations for 2023-24 totalling $66,731
  • Council will place proposed amended scope of the Googong Indoor Sport and Aquatic Centre on public exhibition for 28 days and authorised the General Manager to review and endorse draft deed of variation to planning agreement for public exhibition
  • Council adopted the 2017-18 baseline data for greenhouse gas emissions and energy consumption, reaffirmed targets in the Climate Change Action Plan: Council Operations Plan 2020-2030 and noted annual review of plan and supporting actions. The targets will be reviewed by 30 June 2025 to see if they need to be revised based on Council’s progress, the state of climate knowledge, and technological developments. Resources to undertake the review will be considered in the 2024-25 Operational Plan
  • Council adopted the Contaminated Lands Policy, Guideline and Standard Remediation Action Plan and will continue to investigate possible financial compensation from the State Government for private landowners in the Captains Flat Lead Abatement Area
  • Council adopted the Sister City and Friendship City Policy
  • Council will place the Agricultural Chemical Use in Public Places Policy on public exhibition for 28 days at https://yourvoice.qprc.nsw.gov.au
  • Council adopted the Audit, Risk and Improvement Committee Charter
  • Council referred 2022-23 Financial Statements to audit, delegated authority to Mayor, Deputy Mayor, General Manager and Responsible Accounting Officer to sign Statement by Councillors and Management. Council delegated authority to GM to issue statements when audit report received and noted time extension received for lodgement by 30 November
  • Council received investment report for September 2023, noting return was $228,860
  • The following Councillors were appointed as delegates for the remaining term of Council for the Committee vacancies created by Cr Webster’s resignation: Lake George Bush Fire Management Committee (Cr Macdonald); Lake George District Liaison Committee (Cr Preston); Disability Access Committee (Cr Wilson); Bungendore Floodplain Risk Management Committee (Cr Grundy); and Sports Council (Cr Taskovski – as alternate).
  • Council received information report on the Revolving Energy Fund
  • Council received information report on Furlong House
  • Council received information report on establishing a Design Review Panel for development
  • Council received information report on the Investing in Our Communities Grant Funding application for the Bungendore Sports Hub
  • Council received a summary of road renewal and maintenance activities from July-September
  • Council received WHS quarterly report
  • Council received information report on the Local Emergency Management Committee heatwave plans
  • Council received the Resolution action sheet
  • Council received a number of councillor questions which will be answered at the next meeting
  • Council received information report on Councillor workshops between 5-20 October including: EOFY Draft Financial Statements; Department Regional NSW: South Jerrabomberra Regional Jobs Precinct; Braidwood water security and water restrictions policy; WaterWise Policy
  • Council noted the minutes, annual report and resolutions of the Audit, Risk and Improvement Committee meetings of 18 September and 9 October
  • Council noted the minutes and adopted the recommendations of the Local Traffic Committee meeting of 3 October 2023. Council will receive a further report when events not currently supported have revised their plans
  • In closed session, Council received an information report about a proposal to install EV charging infrastructure in the Lowe Street Car Park
