  • Council heard from two members of the public who made presentations about items on the agenda: the proposed Memorial Garden and the WB Freebody sculpture
  • Council elected Cr Winchester to serve as Mayor between September 2023 until the Local Government Elections in September 2024
  • Council elected Cr Livermore to serve as Deputy Mayor between September 2023 until the Local Government Elections in September 2024
  • Council confirmed its meeting schedule for 2024, with ordinary meetings to be held on 2nd and 4th Wed of each month, except Dec and Jan. Meeting to be held 2nd Wed of Dec 2023 and 4th Wed of Jan 2024. There will also be a 12 month trial to hold some Council Meetings in Braidwood Library
  • Council will place the Memorial Garden Preliminary Concept Design and associated documents on public exhibition at https://yourvoice.qprc.nsw.gov.au for 42 days
  • Council accepted the sculpture of former Alderman and Mayor of Queanbeyan City Council, WB Freebody as a gift from the family, will refer the proposal to the Cultural Development & Public Art Committee, and receive further report on location to install and associated costs
  • Council endorsed amending existing access agreement between QPRC and Queanbeyan District Cricket Club to include new pavilion on Freebody Oval and will place agreement on public exhibition
  • Council approved renewal of Licence Agreements between QPRC and Queanbeyan and District Dog Training Club and QPRC and Monaro Archers for further five-year period
  • Council agreed in principle to enter into a five-year licence agreement with Breakpoint Tennis for management and usage of two tennis courts in Beltana Park, Googong. Agreement to be advertised and executed if no objections
  • Council endorsed amended Terms of Reference and membership of the Australia Day Organising Committee and Australia Day Awards Committee
  • Council received investment report for August 2023, noting return of $731,746
  • Council deferred consideration of the Water Wise Policy and adopted Potable and Recycled Water Supply Policy
  • Council endorsed the Public Interest Disclosures Policy and will place on exhibition for 28 days at https://yourvoice.qprc.nsw.gov.au
  • Council rescinded the Unsolicited Proposals Guide
  • Council received information report on the Regional and Local Roads Repair Program
  • Council received information report on the Hume Materials Recycling Facility fire and ongoing matters
  • Council received information report on an audit of gas appliances in Council buildings
  • Council received information report on a Koori Biz Arts project
  • Council received information report on shade covers for QPRC pools
  • Council received information report on a fact sheet for the Ellerton Drive Extension which will be made available on Council’s website with the EDE project information
  • Council received information report on the bi-annual review of Councillor expenses
  • Council received information report on councillor workshops between 7-20 September including QCCP lease update, Crawford Street Properties and Strategy Disbursement, QCCP Names Update, Memorial Gardens Project, Public Interest Disclosure Policy and Act, and South Jerrabomberra High Voltage Supply Project update
  • Council noted the minutes and recommendations of QPRC Heritage Advisory Committee on 24 August 2023
  • Council noted the minutes of Bungendore Town Centre and Environs Committee meetings held on 22 May 2023 and 21 August 2023
  • Council rejected a notice of motion concerning the NSW Regional Seniors Travel Card Program and declined to write to the local member, NSW Premier and NSW Minister for Transport and Roads calling for its reinstatement
  • Council will develop a proposal for signage at the main entrances to towns and villages that incorporates acknowledgment of Traditional Custodians, consulting Local Aboriginal Land Councils and First Nations Advisory Committee, and receive a report about feasibility
  • In closed session, Council awarded contract for design and construction of Mulloon RFS Station to Ivins Brant & Associates Pty Ltd for $422,080.36
  • A closed session item regarding a lease agreement for QCCP was withdrawn.
  • In closed session, Council authorised the General Manager to represent Council’s position on the matter of QPRC vs Minister for Education and Early Learning
