Here's the summary of resolutions made at the 28 September Ordinary Meeting of Council.

  • Council heard from nine members of the public who made presentations about various matters on the agenda
  • Council accepted the invitation of the Uluru Statement from the Heart and hears and supports the Aboriginal and Torres Strait Islander peoples’ call for the establishment of a First Nations Voice to be enshrined in the Constitution and for a referendum on the matter
  • Council re-elected Cr Livermore as Deputy Mayor. Cr Livermore will serve between September 2022 and September 2023
  • Council endorsed a signalised intersection without a bypass lane as the final design for proposed Bunyip Drive and Old Cooma Road intersection and will begin investigations into feasibility of providing a northbound bypass lane at the intersection of Old Cooma Road and Googong Road
  • Council noted options 1 and 2 of the Palerang Communities Integrated Water Cycle Management have not delivered anticipated yield of potable water for Bungendore at this time and resolved to receive a further report on the approvals pathway, viability and cost of constructing a bulk water supply trunk main between Queanbeyan and Bungendore prior to proceeding with detailed design. Council accepted a grant offer to develop the project to tender ready stage subject to confirming its feasibility.
  • Council deferred consideration of Bungendore Water Security - Structure Plan/Current Planning Proposals and Scoping Proposals to request NSW Govt assistance to secure potable water; a further report about refunding fees; and to conduct community and stakeholder consultation.
  • Council nominated the rehabilitation of Nerriga Road for grant funding through the Fixing Country Roads 2022 application process.
  • Council noted Post-Construction Noise Compliance Assessment report for the Ellerton Drive Extension and will proceed to offer installation of treatments to the additional floors identified in the assessment. Council will receive a report detailing: options to extend the assessment to other properties; the condition of noise walls and materials used; options for extending the length and height of noise walls including adding them on the bridge over Queanbeyan River. Council will model lowering the speed limit along the Ellerton Drive Extension from 80kmph to 70kmph, noting any such decision is a matter for the NSW Government but that Council may request such a change. Council will consider other measures that can mitigate noise impacts on residents including: limiting days and times that heavy vehicles can use the EDE; limiting heavy vehicle compression braking; the feasibility of installing speed cameras; reducing unsafe driving and dirt bikes using footpaths; restricting motor bike access to Lonergan Drive via the EDE; and promoting the use of the northern bypass for heavy vehicles
  • Council noted the 2019 Edwin Land Parkway Noise Assessment report and will consider funding an amount of $50,000 for installing mechanical ventilation systems at the properties and floors identified in the report. Council will receive a report on the cost of additional noise monitoring; options to extend the assessment to other properties currently below NSW Road Noise Policy criteria; and the cost to construct noise walls along the length of the Edwin Land Parkway
  • Council classified 230 Environa Drive, Environa as Operational Land
  • Council referred the 2021-22 Financial Statements to audit
  • The draft Sustainable Procurement and Contracts Policy will be placed on public exhibition for 28 days at https://yourvoice.qprc.nsw.gov.au
  • Council received the August 2022 Investment Report and noted a return of $153,880
  • Council rescinded the former Queanbeyan City Council Sustainable Event Management Policy and deferred the Water Wise Policy to a Councillor workshop.
  • Council noted a report on planned recruitment process for senior staff position, noting upcoming retirement for long-standing and well-respected Portfolio General Manager Mike Thompson
  • Council noted councillor workshops from 8-21 Sep including Bungendore Water and Bungendore Planning Proposals, Braidwood Depot master plan, Wombats of the QPRC Region, Claims and Insurances, Sunset Googong Planning Proposal, EV Charging Policy and Locality Plan, SINSW Bungendore High School Project update, Fixing Country Roads Round 6, Parking and Enforcement Priority Policy.
  • Council noted minutes of the Youth Advisory Committee and will update the Terms of Reference to include 8-12 members.
  • In closed session Council noted a report and presentation on Queanbeyan CBD properties
  • In closed session, Council awarded a contract for the Crawford, Antill and Erin Street Intersection Safety Upgrades to JSC Pty Ltd for $774,882
