Queanbeyan CBD Transformation

We have developed a eight-stage program to transform and revitalise the Queanbeyan CBD.

The objectives of the projects are to:

  • improve the accessibility and appeal of the CBD for residents and visitors
  • make the CBD dynamic, smart, safe and connected
  • increase high value jobs
  • Position the CBD as an attractive destination to do business
  • Increased private investment activity in commercial, residential and public amenity
  • Increased residential variety in the CBD
  • Increase the desirability of the CBD as a place to live, visit and work and accordingly improve the viability for commerce

The eight stages to be completed over seven financial years are:

1. Smart City Pilot and River Walk – Financial Year 2018-19

  • Smart lighting, sensing and Wifi: Crawford lifestyle precinct
  • Smart parking: Crawford Street lifestyle precinct and Collett Street car park
  • Low level pedestrian bridge
  • Paved shared pathway, both sides, from low level bridge to pedestrian suspension bridge

2. Lowe car park  – Financial Year 2019-20 - 2023-24

  • Offices and smart hub
  • Mixed use redevelopment of vacated council building
  • Develop Queanbeyan Civic and Cultural Precinct, integrating head office, commercial offices, smart hub and library
  • Integrate new smart public realm and civic square

3. Monaro corridor

  • Widening and refurbishment of footpaths
  • Expansion of lighting, seating and plantings
  • Reduction of median
  • Addition of cycleway
  • Modifying pedestrian refuges
  • Refurbishment of pavement
  • Slowing CBD traffic to 40kph
  • Re-phasing traffic controls 

4. Morisset car park

  • Multi-level smart car park, with some commercial
  • Smart public domain
  • Laneway connectors

5. Rutledge car park

  • Mixed use redevelopment, commercial and aged care residential
  • Smart public domain
  • Laneway connectors

6. Crawford car park

  • Multi-level smart car park

7. Morisset Street river boulevard

  • Provide a green boulevard from Queanbeyan Park to the Queanbeyan River to enable to the creation of a 'social spine' between these two anchor points
  • Prioritise pedestrian activation with an emphasis on amenity and connection to retail centres and the new centres
  • Examine and analyse traffic and pedestrian flow to enable the activation of this precinct

8. Botanical Sister City Garden

  • Curated botanical garden along Queanbeyan River connected to the river walk
