In March 2021, Council accepted a recommendation to appoint ADCO Constructions to finalise the design and construct the Queanbeyan Civic and Cultural Precinct. Construction has now commenced. Regular construction notifications from ADCO will provide updates on the project and these can be found on this page. 

The redevelopment of 257 Crawford Street, Council’s old administration building is an essential component of Council’s CBD Transformation Strategy. Council staff are currently housed in 11 buildings across the CBD.

Most of the construction was completed in December 2023 and staff have moved in. The library and customer service centre are now operational. Work is continuing on the basement car park, The Q car park and public realm.

Name the tower crane colouring competition

'Kewpie' short for Queanbeyan-Palerang was the winning name in our Name the Crane competition. 11 year Ella visited the construction site in March 2022 and had the opportunity to deliver some instructions over the radio to the crane operator.

Concept design

The concept design includes:

  • two towers (3 and 5 levels above ground and mezzanine)
  • connections to Bicentennial Hall and improved access to The Q theatre
  • approximately 6500m2 public realm
  • approximately 1450m2 community space
  • 2050m2 commercial space leased to NSW Government
  • 4000m2 council administration, including shopfront, public library space (integrating service desk and staff areas into head office)
  • meeting rooms and break-out spaces (for receptions and conference)
  • lettable commercial space (available initially for rental return, then for future QPRC growth)
  • gallery connecting office building to Bicentennial Hall and Q Theatre
  • approximately 100 car-space office and public basement parking
  • rooftop garden 

Council will take out a loan for the project, which will be paid for by merger savings, lease income and review of services. Council decided not to consider a special rate variation to service the debt for the head office.

During construction of the new Council building there will be changes to parking around the construction site. Parking options include:

  • Collett Car Park (entry via Collett/Morisset Streets) | all day parking
  • Showground Car Park (entry via Cooma Street) | all day parking
  • Rutledge Car Park (entry via Crawford/Rutledge/Collett Streets) | all day parking
  • Morisset Car Park (entry via Lowe/Morisset Streets) | timed parking
  • Lowe Car Park (entry via Lowe Street) | timed parking

Council has approved the Traffic and Pedestrian Management Plan for the QCCP. The Traffic Management Plan incorporates all stages of the QCCP project over the next eighty weeks to late March 2032. Traffic and pedestrian movement will be primarily impacted in Rutledge and Lowe Streets, and to a lesser extent in Crawford and Cooma Streets, for the duration of the QCCP project.
