• Council approved leave of absence application for Cr Bill Waterhouse for the 12 November 2025 Council meeting
• Council heard from four members of the public who made presentations about items on the agenda, including the Review of The Q Performing Arts Centre, and the Capital Football Review
• Council will write to Capital Football CEO, Samantha Farrow, requesting Capital Football Review be set aside. Council will write to ACT Minister for Sport, Yvette Berry MLA and NSW Minister for Sport the Hon Steve Kamper MP highlighting widespread dissatisfaction with Capital Football’s handling of the review and request immediate intervention
• Council will refer the 2024-25 Financial Statements to audit, noting financial statements prepared in accordance with Local Government Act 1993 and regulations, Australian Accounting Standards, Local Government Code of Accounting Practice and Financial Reporting. Council noted financial statements present fairly the operating results and financial position and Council is not aware of matters that would render statements false or misleading. Council delegated authority to Mayor, Dep Mayor, GM and Responsible Account Officer to sign Statement by Councillors and Management for the General Purpose Financial Statements and Special Purpose Financial Statements and delegates GM to issue upon receipt of audit report
• Council approved Category A Grants as recommended for 2025/26 totalling $32,000, approved Category B Venue Hire Donations as recommended for 2025/26 totalling $37,000, and approved grant of $3,000 for Karabar Preschool to purchase outdoor furniture
• Council endorsed a Category H Grant for Queanbeyan Town Park for the Canberra Rod Kustom Krooze Show ‘n’ Shine event on 25 January as a special consideration under Category H donations, and declined the application for a 3-year ‘no-hire’ agreement for this event
• Council endorsed The Queanbeyan Performing Arts Centre (The Q) review to be placed on Council’s website
• Council will convene urgent meeting between NSW Government and ACT Government authorities and Cross-Border Commissioner to resolve impediment to residents using a Wheelchair Accessible Taxi through the Taxi Transport Subsidy Scheme
• Council adopted in principle proposed name Mulla Lane for new road created within South Jerrabomberra Urban Release Area in Tralee, and names Leach and Smith for inclusion on Register of Proposed Road Names for Bungendore Village and will advertise the proposed names
• Council adopted the Open Burning Policy and Shopping Trolley Management Policy after public exhibition. The Directional Signage Policy will be referred to a Councillor Workshop
• Council tabled the Register of Annual Returns of Disclosures of Pecuniary Interest and Other Matters by Councillors and Designated Staff for period ending 30 June 2025
• Council received information report with the Resolution Action Sheet, a sheet with the status of outstanding resolutions from Council meetings
• Council received information report about Councillor workshops on 27 August and 3 September including Bungendore Employment Lands, Queanbeyan Voluntary Purchase and House Raising Feasibility Study, Guidelines for Referral of Development Applications to Council Policy
• Council noted the minutes and recommendations of Access Committee meeting on 23 July 2025
• Council noted minutes of Youth Advisory Committee meeting on Thursday 31 July 2025, accepted addition of Laycie Coogan as member of committee, noting inadvertently omitted from original membership report in April 2025
• Council noted minutes of Queanbeyan Showground Advisory Committee on 11 August, appointed Ian Grimmer as Queanbeyan and Historical Society representative, and removed requirement for Heritage Advisory Committee rep to be appointed from the current Terms of Reference
• Council noted minutes of Sustainability and Climate Change Advisory Committee on 14 August 2025
• Council noted minutes of Small Business Advisory Committee on 20 August
• Council will create a unified policy on naming of places other than roads, such as parks, reserves, bridges, buildings and natural formations
• Council will make a formal submission to the NSW Legislative Council Select committee on Proposed Energy from Waste Facilities, reaffirming its objection to Woodlawn Advanced Energy Recovery Centre at Tarago and addressing the Terms of Reference of the Inquiry
• Council received a report with answers to questions with notice about Council’s financial investments in entities associated with gambling
• In closed session, Council awarded contract for the design and construction of Women’s Rugby Change Rooms at Freebody Oval to Intermain Pty Ltd for $2,356,293 ex GST. Council allocated $28,000 from the Queanbeyan City Council 2012 Section 94 Contributions Plan – Open Spaces Reserve to the project, approved the waiver of Council’s 4% internal project management fee, and approved the contingency as proposed in the budget
