• In the Public Forum, Council heard from four members of the public who made presentations about items on the agenda, including a DA at 37 Tompsitt Drive Jerrabomberra, naming of South Jerrabomberra facilities, and a Planning Proposal for Sunset Estate Stage 2
• Council granted conditional consent to DA.2025.0211 for construction of a two-storey dwelling house at No 38A Forster Street, Bungendore
• Council received information report with Audit, Risk and Improvement Committee Chair’s Annual Report 2025
• Council granted conditional consent to DA.2025.0375 for construction of dwelling house and attached secondary dwelling at 73 Lambrigg Road, Googong
• Council granted conditional consent to DA.2025.0268, including concept approval for development over 2 lots and detailed consent for stage 1, for construction of 4 units for food and drink premises at 37 Tompsitt Drive, Jerrabomberra
• Council endorsed planning proposal to amend the Queanbeyan-Palerang Regional LEP 2022 to amend land use zoning and minimum lot size at 141 Googong Road. Amendments apply building height of 8.5m to land rezoned to R1, amend curtilage of McCawley “Sunset” Homestead Complex in Schedule 5 of the LEP and amend associated controls
• Council adopted the draft terms of reference for the Rates Structure Review Community Reference Panel and will invite membership and convene the panel to seek feedback on the rating principles, proposed subcategories, base and ad valorem structure for 2026-2027 rates and future years
• Council approved $3,000 from the QPRC Events budget to Majors Creek Festival Inc to assist in presenting the Majors Creek Festival in 2025
• Council approved a further reduction of $2,400 in hire fees for Seiffert Oval for Queanbeyan Music Muster 2025
• Council noted funding available to support events across local government area and that Events Strategy review will be received in early 2026
• Council will place the names of Speargrass Community Park, South Jerrabomberra Town Park, and South Jerrabomberra Community Centre on public exhibition for 28 days and adopt the names if no objections received
• Council approved proposed signage concept for Acknowledgement of Country with the inclusion of local First Nations words Yuma or Walawaani and adopted First Nations artwork, and endorsed the upgrade or replacement of signs in staged program of works
• Council endorsed updated s355 Committee Handbook for distribution to committees and publication on Council’s website
• Council received information report with annual update on the implementation of the Queanbeyan-Palerang Affordable Housing Strategy
• Council received information report about determination of a Planning Proposal for Additional Permitted Uses for Seniors Housing and Multi-Dwelling Housing in South Jerrabomberra
• Council received information report about the review of Schedule 5 (Environmental Heritage) of the LEP
• Council received information report with quarterly Rates and Charges Outstanding
• Council received information report with response letter from Yvette Berry MLA and The Hon Steve Kamper MP about Capital Football NPL Review
• Council received information report with response letter from The Hon Patrick Gordon MP about the Treaty on the Prohibition of Nuclear Weapons
• Council received information report with a letter from NSW Health about NSW Government new laws on illicit tobacco and landlord responsibilities
• Council received information report about the Valuer General cancellation of Commonwealth Land and Minister Response from The Hon Ron Hoenig MP
• Council noted the minutes of the Seniors Advisory Committee Meeting on 29 September 2025
• Council noted the minutes of the Small Business Advisory Committee on 1 October 2025
• Council endorsed the 14 October 2025 Local Traffic Committee meeting minutes and recommendations
• In closed session, Council authorised General Manager to sign the sale contract for 19-21 Gibraltar Street, Bungendore for sale price of $1,460,000, transfer $1,300,000 of sale at settlement to DoE Compensation Internal Reserve for returning to NSW Government. Council to allocate remaining property sale and net proceeds to new Internal Reserve to be named Bungendore Community Infrastructure Project for a future Council decision
• In closed session, Council received an information report with the NSW Government Project Remediate Cladding Taskforce Update
