• Council heard from 10 members of the public who made presentations about items on the agenda including the proposed Monaro Rock Quarry, Barina Quarry, proposed Memorial Artwork of Nellie Hamilton, and Guidelines for Referral of Development Applications to Council.
• Council objected to the State Significant Development Application for the proposed Monaro Rock Quarry and will request that a public hearing be conducted as part of the assessment of the application. Council noted key matters raised in a supplementary report which have been included in a technical submission to the Department of Planning, Housing and Infrastructure on the proposed quarry
• Council noted key matters in a report included in a technical submission to Department of Planning, Housing & Infrastructure on the Barina Quarry Modification and accepted the Department’s offer to receive a supplementary Council submission to be considered the 8 October Council meeting
• Council endorsed the concept of the installation of a life-size bronze sculpture of Nellie Hamilton at the Nellie Hamilton Centre in Queanbeyan, will refer the proposal to the Arts and Cultural Development Advisory Committee for their oversight and recommendations and to the First Nations Network. Council will receive further report following the committee’s consideration
• Council adopted the Guidelines for Referral of Development Applications to Council and Independent Assessment of Development Applications with an amendment to Part A, 5 which will read ‘Where the application relates to a Heritage Item and the Heritage Advisor or QPRC Heritage Advisory Committee is not supportive of the proposal, and the officer is recommending approval
• Council authorised the General Manager to engage a real estate agent for the sale of 19-21 Gibraltar Street, Bungendore and will consider an investment of profits from any sale for a community infrastructure project in Bungendore
• Council approved a Cultural Grant of $2,970 to Create Collaborative Collective Inc. towards costs for a Makers, Music and Murals event during the QPRC Arts Trail 2025
• Council appointed Thomas Jordan, Mary Boyle, Laurence Kennedy and Andrew Mathieson as community members on the Queanbeyan Flood Risk Management Committee
• Council received investment report for August 2025, noting return of $1,370,722
• Council endorsed policies for public exhibition for 28 days at https://yourvoice.qprc.nsw.gov.au including Mobile Food Vending, Corporate Sponsorship, Debt Recovery, Financial Hardship, Investment, Sustainable Procurement and Contracts, and Street Verge Maintenance
• Council received information report about liquor licence application for Scrumpers Kitchen at 23 Malbon Street, Bungendore
• Council received information report about Councillor workshops on 17 September including 202-212 Crawford Street Traffic Management Plan and Business Support, Monaro Rock Quarry Council Submission, QSTP and ACT Planning/Heritage Matters
• Council noted minutes of the Bungendore Town Centre & Environs Committee meeting on 18 Aug 2025 and will report on actioning the 2019 Bungendore heritage study, and report on potential grant funding for a youth hub; both in accordance with the 2024 Bungendore Place Plan
• Council noted minutes of the Braidwood Floodplain Risk Management Committee on 3 June 2025
• A notice about publishing EPA advice in communications relating to solid fuel heaters, and directly advising complainants that they can record woodsmoke to support complaints was declined
• Council received information report from the Country Mayors Association of NSW General Meeting held on 8 August 2025
• In closed session, Council engaged Project Pty Ltd as project verifier for Monaro Street Upgrade project for estimated amount of $463,243
• In closed session, Council endorsed preparing plans and lodging DA for subdivision of 1241 Old Cooma Road, Googong into 5 Lots, funding costs from property reserve to be repaid when property is sold. Council will receive report back when subdivision is completed to determine sale options, provide notice to Lessee that Council will be selling property
