Here is the summary of the resolutions made at the Ordinary Council meeting of 26 November 2025.

  • Council heard from 13 members of the public who made presentations about items on the agenda including: Development Application for Alterations and Additions to Existing Centre-based Child Care Facility at 275 Crawford Street, Queanbeyan; Development Application for Subdivision and Associated Roads, Infrastructure and Landscaping at 2 Abelia Avenue, Tralee; the Draft Braidwood Structure Plan; the Community Participation Plan; and Sporting Grounds Usage and Sporting Grounds Allocation policies.
  • Council deferred consideration of a DA.2024.0303 for alterations and additions to an existing centre-based child care facility at 275 Crawford Street, Queanbeyan to allow the Heritage Advisory Committee to consider and report to Council
  • Council received submissions report on exhibited Draft Braidwood Structure Plan, accepted the amendments arising from changes to population projections, water capacity and submissions and will place on public exhibition until 20 Feb at https://yourvoice.qprc.nsw.gov.au
  • Council endorsed the amended Community Participation Plan for public exhibition until 6 Feb with further changes regarding notification of DA modification applications, and links to the Code of Meeting Practice and making presentations to Council meetings
  • Council granted conditional consent to DA.2025.0270 for subdivision at 2 Abelia Avenue and 223 Alderson Place, Tralee to create 35 lots including open space, associated roads, infrastructure and landscaping
  • Council endorsed the Review of Environmental Factors for the proposed Queanbeyan to Bungendore Water Transfer System
  • Council endorsed planning proposal – Minimum Subdivision Lot Sizes for Certain Split Zones to amend Queanbeyan-Palerang Regional Local Environmental Plan 2022, will forward to NSW Department of Planning, Housing and Infrastructure for Gateway determination and request local plan-making authority, undertake agency consultation and public exhibition as required
  • Council received 2024-25 audited Financial Statements and Auditors Reports, and noted the audited financial statements include an unmodified opinion from NSW Audit Office
  • Council received and noted September 2025 Quarterly Budget Review Statement, adopted budget variations and noted opinion of Responsible Accounting Officer that financial performance and projected year result is satisfactory
  • Council received Investment Report for October 2025, noting return of $1,490,609
  • Council approved use of existing capital budget allocation for building heating and cooling and lighting efficiency upgrades, accepted Community Energy Upgrade Fund grant for the Googong Water Recycling Plant and approved co-funding from the Queanbeyan Sewer Fund
  • Council adopted recommendations to provide funding under the QPRC Local Heritage Grant Program
  • Council noted the Ellerton Drive Post Construction Compliance Assessment 2025 report prepared by RCA Australia Pty Ltd and its findings and will develop a priority plan of actions for determining which property noise treatments and recommendations should be addressed
  • Council endorsed the Sporting Grounds Usage Policy and Sporting Grounds Allocation Policy and will refer both policies for the Sports Council for feedback and review and place both policies on public exhibition for 28 days
  • Council endorsed the Captains Flat Community Plan for public exhibition and comment for 28 days
  • Council received information report about the upgrade of the Queanbeyan Sewage Treatment Plant
  • Council received information report about residential electrification financing
  • Council received information report about advocacy around the Code of Meeting Practice 2025
  • Council noted the minutes of the Access Committee meeting on 29 October 2025, endorsing the recommendation of the Committee to consider an accessibility audit of the Bungendore CBD as part of the 2025-26 Accessibility Audit works
  • Council noted the minutes of Sustainability and Climate Change Committee meeting on 30 October 2025
  • Council noted the minutes of the Youth Advisory Committee meeting on 30 October 2025
  • Council noted the minutes of the Heritage Advisory Committee meeting on 13 November 2025
  • Council will write to Minister to object to proposal at 50 Morisset Street, Queanbeyan being designated as state significant development because of potential advise impacts on residents and local businesses and request Minister revoke Ministerial Order
  • Council will receive a report on the changes to the Environmental Planning and Assessment Act 1979 through the Planning System Reforms Bill 2025
  • Council received report with answers to questions with notice about the installation of solid fuel heaters in 2024-25
  • Council received questions with notice about parking spaces required for development consent of The Q relating to construction of the Nellie Hamilton Centre and adjacent land sold to Village Building Company, with answers to be provided at upcoming meeting
  • Council received report with answers to questions about EV charging infrastructure in Bungendore
  • In closed session, Council awarded contract for Firethorn Place, Jerrabomberra new crossing facilities and shared user path for primary school to Cord Civil Pty Ltd for $314,452 ex GST
