  • Council heard from five members of the public who made presentations about items on tonight’s agenda including: Construction of Multi-dwelling Housing at 59 McFarlane Avenue, Googong; Draft Planning Proposal to Enable Complying Development in the C4 Environmental Living Zone; and Renewal of 88 Wallace Street and New Braidwood Carpark - Concept Design.
  • Council noted agency responses to scoping proposal for complying development in C4 Environmental Living Zone in Bywong and Wamboin, will lodge planning proposal with NSW Dept Planning, Housing and Infrastructure for Gateway determination and undertake consultation in accordance with Gateway
  • Council deferred consideration of concept design for Renewal of 88 Wallace Street to allow for community consultation, will place concept design on public exhibition for 28 days, will notify community groups, consider feedback before endorsing final design and DA submission
  • Council granted conditional consent for the construction of a medical centre at 24 Gibraltar St, Bungendore noting inclusion of a condition to amend landscape plan in accordance with policy and preferred species
  • Council granted conditional consent for construction of a multi-dwelling housing of 7 building with 62 units, strata subdivision, and associated infrastructure at 59 McFarlane Avenue, Googong
  • Council will reimburse $5,407.40 in Section 7.12 Fixed Levy Development Contribution Plan 2019 fees paid by owner of 15 Boronia Cres, Karabar
  • Council received and noted June 2025 QBRS, noted carry forward of 2024-25 unspent budgets for Capital and Operational works into the 2024-25 budget, adopts 2024-25 unspent budgets for Capital works that had not commenced into 2025-26 budget, noted cash and investment position at June 2025, and adopted the internal reserves balances at June 2025
  • Council declined to place proposed names Tralee Town Park and Tralee Lifestyle Park on public exhibition
  • Council endorsed the Audit Risk and Improvement Committee and Internal Audit Work Plans for 2025-26
  • Council rescinded resolution number 145/20 to name the Ellerton Drive Bridge the Queen Nellie Hamilton Bridge, endorsed the name Andy Lane Bridge for public exhibition for 28 days at https://yourvoice.qprc.nsw.gov.au and will adopt the name if no objections are received
  • Council approved a Cultural Grant of $500 to support Ms Ruby Holden, a young local singer/songwriter to participate in music events, competitions and retreats
  • Council received investment report for July 2025, noting return of $1,268,366
  • Council endorsed strategic policies for public exhibition for 28 days at https://yourvoice.qprc.nsw.gov.au including Sporting Gallery, Road Names, Equal Employment Opportunity, Waterwise, Potable and Recycled Water, Green Cleaning, Statement of Business Ethics. The Asbestos Policy will be amended at Clause 10.4 and Appendix F to add information about waste facilities in the ACT and in Goulburn-Mulwaree Council that accept asbestos waste
  • Council adopted policies including Street Banners and Sails, Footpath Management, On Site Sewerage Management System, Parking and Enforcement, Tourism, Operations Sustainability, Sustainable Design for Council Buildings and Infrastructure
  • Council received information report about a preliminary heritage report for 24 Gibraltar Street, Bungendore
  • Council received information report about the 2025 Annual Review of QPRC Climate Change Action Plan: Council Operations 2020-2030
  • Council received information report about the Australian Government’s Financial Assistance Grants Program for 2025-26
  • Council received information report with letter of response from the Hon Jenny Aitchison MP, Minister for Roads and Minister for Regional Transport about the TrainLink Discovery Pass
  • Council received information report with letter of response from the Hon Penny Sharpe MLC, Minister for Climate Change, Minister for Energy, the Environment, Heritage about opposition to Woodlawn Advanced Energy Recovery Centre
  • Council received information report about Councillor workshops on 13 and 20 August including 19-21 Gibraltar Street, Bungendore, Upper Thornton Pump Station, Unsealed Grading Policy, Strategic Policy Review
  • Council noted the minutes and recommendations of Heritage Advisory Committee on 31 July 2025
  • Council endorsed the minutes and recommendations of the Local Traffic Committee meeting of 5 August 2025
  • Council will submit motion to the LGNSW Annual Conference that LGNSW calls on NSW Government to review SEPP (Exempt and Complying Development Codes) 2008 to incorporate fencing standards in rural subdivisions that combines the needs of livestock management with facilitation of wildlife movement, including minimum ground clearances and appropriate top wire spacing requirements
  • Council will write to the NSW Minister for the Environment, the Hon Penny Sharpe MLC, asking what the State Government is doing to provide permanent protection for the remaining habitat of the Southern Greater Glider in our local government area
  • Council received report with answers to questions with notice about Council’s financial investments in entities associated with gambling
  • In closed session, Council awarded contract for the Old Cooma Road Stage 3 – Detailed Design to GHD Pty Ltd for $669,931 ex GST, and approves allocation of $525,938 from the Googong Offsite Roads reserve to fund this project
  • In closed session, Council received a report on legal matters
