Here is the summary of the resolutions made at the Ordinary Council meeting of 27 May 2026.

  • Council heard from four members of the public who made presentations about items on the agenda, including Maslin Place Stormwater Upgrade; and an Economic Stimulus Trial in Bungendore
  • Council heard a Staff Presentation on the 2025-26 Third Quarter Budget Review Statement
  • The Mayor expressed condolences for the late Alan Morton. Alan and his late brother Peter “Frog” Morton, are both members of Queanbeyan’s Sporting Gallery. Alan played 11 Rugby Union Tests for Australia. In the 2001 Queen's Birthday Honours he became a Member of the Order of Australia (AM) for services to sports science and for the development of Sports Science in Australia - especially the effects of physical training on the cardio-respiratory system.
  • We extend our deepest sympathy to his children Nicole, Peter, Cindy and their families, plus, his vast array of friends and admirers from around the country and globe, who he touched in his remarkable life.
  • Council resolved not to proceed with the Foxlow Bridge side track Options 1 and 2 on the basis of projected cost and delivery time, and requested staff to investigate and report back on more cost effective and immediately deliverable alternatives. Alternatives should include, but not be limited to, use or adaptation of the existing railway bridge corridor; a side-track alignment around Briars Sharrow crossing; and a ford in the vicinity of Foxlow Bridge.
  • Council endorsed planning proposal to amend QPRLEP 2022 to rezone 350 Wirreanda Road, Wamboin from RU1 Primary Production to C4 Environmental Living, will forward planning proposal to NSW DPHI requesting gateway determination. Council will undertake consultation and public exhibition as required in the gateway determination, and finalise the making of the plan if no objections received
  • Council will make a formal submission on the proposed Statewide Community Participation Plan
  • Council received and noted the March 2026 Quarter Budget Review Statement, adopted the budget variations, and noted opinion of Responsible Accounting Officer that Council’s financial performance and projected year result is satisfactory
  • Council endorsed the 2026-27 Donations Policy and Guidelines, included request from Bungendore Preschool for a $2,509 rate rebate, and endorsed budget of $265,509 for 2026-27
  • Council received Investment Report for April 2026, noting return of $2,143,722
  • Council adopted proposed names for use within Googong Neighbourhoods 4 and 5, Talpa Estate subdivision in Googong, Tralee Estate 2, adopted proposed names for Register of Proposed Road Names, will advertise the names for 28 days, and publish in Gazette if no objections
  • Council endorsed the Terms of Reference for the Regional Sports Complex Allocations Committee, as a sub-committee of the QPRC Sports Council
  • Council endorsed a list of major infrastructure projects to be presented for funding in advance of the 2027 NSW State election
  • Council retrospectively endorsed waiving $900 hire fee for the Pink Party fundraising event at the Southern Pavilion, Queanbeyan Showground on Saturday 16 May
  • Council endorsed the Events Policy and will place it on exhibition for 28 days at https://yourvoice.qprc.nsw.gov.au and adopt the policy if no submissions are received
  • Council endorsed the Public Interest Disclosure Strategy Policy for public exhibition for 28 days at https://yourvoice.qprc.nsw.gov.au and will adopt the policy if no submissions are received
  • Council received information report about Braidwood District Events Coordination
  • Council received information report with an update about the Zomi Frankcom mural
  • Council received information report about Disability Access Audit Works
  • Council received information report with an update about the Braidwood Heritage Interpretation Plan
  • Council noted the minutes of the Local Transport Forum held on 9 April 2026
  • Council will examine establishing an 18-month Economic Stimulus Trial for Bungendore’s CBD, including a 50% refund on applicable Council fees and charges for new businesses commencing operations during the trial period. Refunds will be issued in the financial year following the year in which the fees and charges were paid, funding to be sourced from the general fund and a report provided to Council every six months about uptake, expenditure, and economic impact. An implementation report will be brought back to Council for further deliberation no later than 30 August 2026
  • Council received a report with Councillor questions about the Queanbeyan Voluntary Purchase and House Raising Feasibility Study
  • Council received a report with answers to Councillor questions about Conservation Management Plans for Dutton’s Cottage and former Queanbeyan Fire Station
  • In closed session, Council endorsed the inclusion of Dredging Solutions Pty Ltd, Epson Environmental Services, and Waste Processing Solutions Pty Ltd as panel service providers under contract Periodic Dewatering of Sludge, for 1 July 2026 – 30 June 2029. Council permitted the provision of two 12-month extensions for the panel, subject to performance and need, to maximum 30 June 2031
  • In closed session, Council agreed to purchase 3R Kavanagh Street, Jerrabomberra from North Terrace Developments for $550,000 plus GST, authorised General Manager to execute sale contract. Land to be classified as Operational Land and the acquisition to be funded from the Water Reserve
  • In closed session, Council approved attaining Verified Design Rating of the Queanbeyan Sewage Treatment Plant Upgrade project under the Sustainable Design for Council Buildings and Infrastructure Policy to design stage only, and approved the final business case
  • In closed session, Council awarded contract for the construction of a stormwater drainage system at Maslin Place to Dale and Hitchcock Civil Pty Ltd for $3,353,093 ex GST, amended the project budget in the 2025-26 and 2026-27 financial years in accordance with report
