• In the Public Forum, Council heard from six members of the public who made presentations about items on the agenda including: a development at 1 Wolesley Place Jerrabomberra; a Planning Proposal concerning densification in South Jerrabomberra; a development application for change of use modification at The Forest Road Bywong; and legal proceedings in relation to the proposed Viking Club in Jerrabomberra
• Council heard presentations from staff on the Waste Management Strategy Post Exhibition Report and the Reconciliation Action Plan
• Council waived all fees associated with the funeral of the late Eric Clutterbuck held in The Bicentennial Hall, Queanbeyan on Friday, 30 January 2026
• Council granted conditional consent to DA.2024.0222 for construction of multi-unit dwellings with 46 units, car parking spaces, landscaping and infrastructure and strata subdivision at 270 Glenrock Drive, Googong
• Council granted conditional consent to DA.2025.0372 for construction of multi-dwelling housing with 5 buildings containing 44 units, earthworks, strata subdivision, landscaping and associated infrastructure at 1 Gooandra Circuit, Googong
• Council granted conditional consent to a modification DA.2023.0378.A to change of use 159 The Forest Road, Bywong
• Council granted conditional consent to DA.2025.0387 for construction of a storage facility, ancillary office, car parking, signage and associated services at 1 Wolseley Place, Jerrabomberra
• Council endorsed letter of support to NSW Department of Planning, Housing and Infrastructure for gateway review of PP.2024.0009 which seeks to permit Seniors Housing and Multi-Dwelling Housing on land zoned RE2 Private Recreation
• Council endorsed the Planning Proposal to amend the QPRLEP 2022 to rezone land, reduce minimum lot sizes and permit specialised retail premises within South Jerrabomberra, and will forward to NSW Department of Planning, Housing and Infrastructure. Council will undertake agency consultation and public exhibition as required, and finalise the making of the plan if no objections received. Council supported the review and update of the South Jerra Development Control Plan 2015
• Council will submit a response on the Proponent’s Response to Submissions Report to the NSW Department of Planning, Housing and Infrastructure maintaining Council’s objection to the modification of DA1-01-2000 for the Barina Quarry and will request to have a public meeting
• Council endorsed policies for public exhibition at https://yourvoice.qprc.nsw.gov.au including: Annual Fire Safety Statement, Public Electric Vehicle Charging Infrastructure, Fireworks (Pyrotechnic) Display, Compliance and Enforcement, Roadside Vegetation Management
• Council received and noted Captains Flat Total Flood Warning System Design Report 2025, and authorised applications for grant funding with any co-funding requirements to be considered in future budgets
• Council adopted the QPRC Waste Management Strategy 2025-45
• Council will provide a letter of support to Crown Land for sale of portion of a lot to allow Queanbeyan District Basketball Association to construct an upgrade facility. Council endorses leasing this portion of the Council Managed Crown Land to QDBA to allow them to proceed with stage 2 of their upgrade
• Council approved a Cultural Grant of $500 to local artist Karen Sorensen towards costs for an arts exhibition at Rusten House Art Centre, Queanbeyan
• Council received investment report for December 2025, noting return of $1,074,318
• Council received information report about the upgrade of the Queanbeyan Sewage Treatment Plant, noting conditional approval of the development application
• Council received information report about NSW Planning Reforms
• Council received information report about road renewal and maintenance activities in 2nd quarter of 2025-26
• Council received information report about Land and Environment Court proceedings Tuggeranong Valley Rugby Union & Sports Club Ltd vs QPRC
• Council received information report about formal endorsement from Reconciliation Australia of the QPRC Innovate Reconciliation Action Plan 2026-2027
• Council received information report about Health, Safety, Environment, and Quality (HSEQ) Quarterly Report from 1 October to 30 December 2025
• Council received information report with bi-annual compliance reporting
• Council received information report with resolution action sheet
• Council received and noted the minutes of the Arts and Cultural Development Advisory Committee on 20 November 2025, receiving and noting recommendations around process to manage the proposed Nellie Hamilton Centre First Nations Sculpture Project and noting a recommendation to retrospectively endorse the non-commissioned mural artwork in Braidwood. A further report will be presented to Council
• Council noted the draft minutes of Audit, Risk and Improvement Committee meeting on 8 December 2025
• Council received and noted minutes of Small Business Advisory Committee on 10 Dec 2025, endorsed amended Terms of Reference to include one representative nominated by each of the region’s business chambers, and one representative nominated by Regional Development Southern NSW & ACT
• Council will receive a staff report on response to heatwave event from Wednesday 7 to Saturday 10 January 2026 and will hold a workshop on the 2025 National Climate Risk Assessment and its implications for QPRC
• Council received report with answers to councillor questions about parking spaces for The Q Performing Arts Centre
• Council received report with answers to councillor questions about a data centre approved for the Poplars at Jerrabomberra
• Council received report with answers to councillor questions about EV chargers in the Lowe Street Car Park in Queanbeyan
• Council received report with answers to councillor questions about volunteer participation in Australia Day events in 2025
• Council received report with answers to councillor questions about rates revenue by subcategory
• Council received report with answers to councillor questions about urban bulky waste collection
• Under the new Code of Meeting Practice, responses to questions from Councillors on business listed on the Agenda are provided as a Supplementary Report ‘Questions with Notice’ and have been added to Council’s website
• In closed session Council deferred consideration of a matter about flooding on Queanbeyan River to receive further information on: minimum warning time for safe evacuation in the event of a major flood; maximum available time for evacuation in Queanbeyan CBD when Googong Dam reaches a flood peak; feasibility and cost estimates for developing an automated early warning system for residents in high flood-risk properties along Queanbeyan River; how other local Councils in NSW have addressed the matter of multi-dwelling units in high flood-risk properties; and other Council’s involvement in the state voluntary house raising and purchase scheme and any risk mitigation measures they have adopted. Results from above will be shared with the Queanbeyan Floodplain Management Committee
