Council Meeting Summary - 29 April 2026

Here is the summary of the resolutions made at the Extraordinary Council meeting of 29 April 2026 where the main agenda item was the consideration of budget submissions.

• Council heard from three members of the public who made presentations about items on tonight’s agenda, including budget submissions from Queanbeyan and District Basketball Assoc, Captains Flat Community Assoc, and Royalla Common equestrian facility representative
• Mayor Winchester moved a procedural motion to allow Cr Waterhouse to join the meeting via teleconference
• Council received a Staff Presentation about the budget development process and current position
• Mayor Winchester moved a procedural motion to move into Committee of the Whole to allow discussion on individual budget requests one at a time
• Council reviewed requests for funding for the 2026-27 Draft Operational Plan and included projects totalling $1,319,000 to go into the draft Plan which will be presented at the Council meeting on 13 May 2026 (the full list of included projects is included in the meeting Minutes)
• Council endorsed the draft 2026-27 Fees and Charges for public exhibition at https://yourvoice.qprc.nsw.gov.au and will receive a report considering community feedback before adopting the 2026-27 Fees and Charges
• Council received a report about preferred rating structure, thanked the members of the Community Reference Panel for their significant time and involvement in this process, and endorsed the preferred rate structure, which is to continue the current structure, for inclusion in draft Statement of Revenue Policy. Community engagement on the rates structure will begin and Council will receive a report on community feedback at the 24 June meeting
• Council received a report with answers to councillor questions about matters on tonight’s agenda
• In closed session Council received a supplementary report about an assessment for an Interim Heritage Order at 23 Surveyor St, Queanbeyan
