Here is the summary of the resolutions made at the Ordinary Council meeting of 23 September 2026 held in Queanbeyan.

• In the Public Forum, Council heard from one member of the public and staff who made presentations about the future use of 172 Foxlow Street, Captains Flat, Financial Statements 2025-26 and Infill Housing Strategy
• Council endorsed the Ellerton Drive Pilot At Receiver Noise Treatment Program Report, approved the procurement of suitably qualified contractors to inspect, scope, cost and, subject to property owner consent and available budget, deliver treatments to the 15 highest priority properties identified in the program, excluding the place of worship and the Council-owned property at 249 Ellerton Drive. Council will continue to advocate to the NSW Government for funding to deliver noise mitigation works to all eligible properties and for potential upgrades to the noise walls along Ellerton Drive
• Council referred 2025-26 Financial Statements to audit, noted they were prepared in accordance with the Act, Australian Accounting Standards and pronouncements of Australian Accounting Standards Board, Local Government Code of Accounting Practice and Financial Reporting. Council noted the 2025-26 financial statements present fairly the operating result and financial position and accord with Council’s accounting and other records and is not aware of any matter that would render these statements false or misleading in any way. Council delegated authority to Mayor, Deputy Mayor, General Manager and Responsible Accounting Officer to sign the Statement by Councillors and Management for the General Purpose Financial Statements and Special Purpose Financial Statements. Council delegated authority to the General Manager to issue the financial statements upon receipt of the audit report
• Council will make a submission to the NSW Grants Commission on the proposed methodology for redistribution of the Financial Assistance Grant
• Council will make a submission to the Office of Local Government review of Local Government Performance Ratios
• Council received Investment Report for August 2026, noting return of $1,443,803
• Council approved a Category A Community Grant of $1,000 to assist with costs associated with the Head Coach of the Australian Emus Touch Football Team attending championships in Japan
• Council endorsed a renewed lease agreement with Marathon Health for the operation of Headspace at 98/2 Monaro Street at the discounted rental rate for a period of one year
• Council will prepare a scope of works and detailed costs for inclusion into the 2027-28 Operational Plan to lodge a new Development Application to subdivide the land, demolish the building and clear the site at 172 Foxlow Street, Captains Flat and liaise with the Captains Flat Community Association to explore the opportunity to implement a phytoremediation trial on the site
• Council adopted the Sportsground Allocation Policy as amended
• Council adopted the Place Naming Policy with amendments
• Council received information report about Infill Housing Strategy
• Council received information report with an update on 88 Wallace Street, Braidwood Carpark Project
• Council received information report with community summary engagement report about Riverside Cemetery
• Council received information report about the Queanbeyan to Bungendore Bulk Water Supply Transfer Pipeline Update
• Council received information report about a response from the ACT Minister Tara Cheyne, MLA following a letter sent supporting koala warning signage along Monaro Highway corridor
• Council received the Quarterly Rates and Charges Outstanding report
• Council noted the minutes of the Queanbeyan Showground Advisory Committee meeting held on Monday 10 August 2026
• Council noted the minutes of the Heritage Advisory Committee meeting on 27 August 2026, and received submissions for three development applications
• Council noted the minutes and recommendations of Sustainability and Climate Change Committee meeting on 3 September 2026 and appoints new community members to the Sustainability and Climate Change Committee: Alex Bardell and Kylie Ruth
• Council will expand the current supports offered to Monaro Street businesses through the shopfront upgrade program to businesses within adjacent arcades and on Crawford Street and retrospectively consider applications of businesses deemed ineligible due to location
• Council received information report with councillor questions about Captains Flat Lead Containment Cell with answers to be provided at 14 October meeting
• Council received information report with answers to councillor questions about Bungendore Land Rezoning Discussions
• Council received information report with answers to councillor questions about Solid Fuel Heater Installations in 2025-26
• Council received information report with answers to councillor questions about matters on tonight’s agenda
• In closed session, Council approved the acquisition by agreement of sewer and drainage purposes, approximately 29m2 over Lot 2 DP 817205, Bungendore, to enable construction of the sewer connection for the Bungendore Car Park Amenity Improvements project
• In closed session, Council endorsed General Manager’s Performance Review Panel Report for Annual Performance Review 2025-26, endorsed draft Performance Agreement for 2026-27, and Council agreed to renew contract for further 4 years and delegated Mayor to negotiate terms of new contract for Council endorsement
